Can a 13 year old watch TV-14 stuff?

Hey guys, so I'm 13 years old and my parents have V-Chip, which
basically means I can't watch anything that's TV-14 or MA. I'm fine
with the MA part, but I don't understand the TV-14 part. My sister is
16 and I'm 13 and I think my parents should already have thought of
removing the censor. My sister doesn't even watch other stuff. We're
kind of shy to our parents and we don't discuss this stuff with each
other...
My parents are Asian so we watch a lot of TV-15 rated asian dramas,
but to the cable company, there is no rating.

I want to watch all those stuff that other regular teenagers watch,
but I'm not sure how to come out with it. Right now, all I watch is...
Disney Channel.... >:P I absolutely hate this channel now and I'm
just sick of it.
I want to watch stuff like maybe Bones, and Glee? I've watched some
episodes of these on my own and I want to just be able to watch
whatever I want. I'm actually quite responsible when it comes to T.V.

How do I hint my mom that I want to watch other stuff? Thannks(:

Yeah, I just feel so left out. People ask me "Hey, what's your
favorite show? Omg, mines glee. Haven't you seen last night's episode?
Amaaazing!" and what can I say? "Oh, yea, no, I'm not allowed to. I
watch Hannah Montana and The suite life on deck!"
No, not happening, lol.

My parents seem to just trust the ratings... :( .... -sigh-
